Propposal Support Manager

The Proposal Support Manager is responsible to support the proposal management and proposal team with regards to bid strategy, cost comparison, target cost preparation, budget offer preparation and quality assurance with the target to prepare proposals for the APAC region of high quality and in the required time.

The proposal Support Manager shall coordinate the cost integration process for various projects but shall also be capable to take full responsibility as a Bid Project Manager for his own projects.

1. Cost Control

Coordinate completion of the sales calculation for the assigned projects independently and timely within the sales segment including cash flow planning in collaboration with the Proposal Management and technical and commercial sales colleagues
Initiate and follow up on proposal related controlling tasks, e.g. control of manhours and proposal preparation cost.
Support proposal head on reporting activities.
Maintain and potentially improve calculation tools together with colleagues in IT
Support overall governance for calculation guidelines and other related rules and regulations
Support proposal team by working out budgetary offers and delta cost comparisons to benchmark projects and support the sales colleagues in the preparation of price schedules and milestone payment schedules.

2. Proposal Management

Generate proposals for fossil-fired power plant projects (Gas Turbine Power Plants, Combined Cycle Power Plants, Combined Cycle Power Plant-Extensions and Independent Water Power Projects) in the Energy Solutions sales region APAC including negotiations with customers and, in the event a contract is awarded, handover to order execution.
Ensure professional leadership of the respective proposal core team and combines all relevant in-house competencies in order to provide customer-oriented and competitive offers of highest quality.
Develop proposal project winning strategy together with the respective Sales Manager and present all technical aspects of the proposal project to the Management board for their approval.
Lead actively the proposal project key activities, such as strategy, legal issues, risk assessment, partnering, cost and time schedule optimization and contract negotiations.
Steer the Proposal Core Team (assigned Project Lead Engineers of the relevant disciplines) to achieve high-quality proposals that are in line with stipulated processes, competitive, completed both on time and on budget, thus facilitating subsequent professional negotiations and yielding minimum-risk orders that achieve the planned project targets..
Support country sales during pre-acquisition by close cooperation with customers and partners.
Coaching and mentoring of proposal core team members as appropriate to their needs; motivating them to increase productivity and their professional success. Continuous improvement of the working climate (including dealings with the individual back offices).
Active involvement in the continuous improvement of the proposal processes, including the proposal tools.
What do I need to qualify for this job?

Experience in cost control and reporting of financial aspects to the management.
Substantial power plant experience (engineering as well as sales and execution and/or installation/commissioning and experience with proposal activities) of minimum 10 years, ideally this should include working experience in a foreign country. High level of expertise in different fields of power plant engineering, broad base of experience in contract management, experience in solving complex problems.
Substantial experience as project manager in project execution (or Site Management, Commissioning Management, etc.) of power plant projects or similar, with corresponding personnel (team) leadership experience.
Alternatively: Leadership experience in sales/engineering office with direct leadership responsibility for employees.
Substantial experience in sales-oriented activities, including negotiations with customers, consultants, consortium partners.
Experience with Claims Management and Risk Management, cost controlling, presentations.
Experience in presentations and negotiations with internal management and ability to adapt to different management styles.
Intercultural sensitivity and ability to coordinate multicultural and multifunctional teams.
